Wollongong City Council Commissioned a study to establish the part of the World Emissions Budget that should be apportioned to Wollongong.
This budget was benchmarked on IPCC world carbon budget for 2018 that would lead to a less than 2 degrees temperature increase.
A plan without measurement is difficult to track.
Below are suggested metrics for the Climate Change Mitigation Plan. (CCMP)

The chosen benchmarking system has a number of issues:

The benchmark was established in 2018, by the end of this climate plan (2022) 4 years will have elapsed with little action being taken at the LGA level.,

Even with generous estimations of the effect of the CCMP and including estimated additions of solar panels by residents, 21% of the Carbon budget will be consumed by end 2022.

The benchmarking study assumes a annual emission level of 2.73Mt CO2. The actual emissions are 3.1MT CO2. (13% higher)

The budget was based on the target of less than 2 degrees increase by 2050. We should be aiming for a maximum of 1.5 degrees.
